42 CFR 11.2 describes it as the registry and results database for clinical trials, reachable over the internet, that the National Library of Medicine (NLM) set up, and says trial information is submitted to be made publicly available through it. This identity states nothing about any study in it or about the reuse terms of its data: the terms pages fetched returned a script-rendered page whose text, once markup is removed, is about 175 characters (a glossary control and a note to study record managers), with no terms in it.
